The Citizen may, in his naiveness approach The Court  for any justiciable reason ( as per his thinking ), but it is for the court to see the legal and justiciable DOCTRINES involved. Hence, "RIGHT TO CHALLENGE"  by the citizen is always omnipresent  and under Article 32, even the court itself is not JURISDICTIONALLY empowered to deny him.
